There are several options. Just about any program used to open images offers the function. If you used Windows, if you double click any image it will probably open a program called "Photos". You will see ... in the top corner. Click on that and choose "Edit image". Then in the top corner again, click on the sun symbol. You will options for colour or monocrome.
